Meta tags in Wordpress?

I have a blog on wordpress ( www.TheStateGrape.com) and while it shows up for searches like “the state grape”, it doesn’t show up for “new york state wine” or any combination like that.
I know a good way to boost that would be to change the title tag and other meta tags, but I can’t find that option anywhere on the wordpress “dashboard”, or any coding other than css.
Do we have access to this on wordpress or am I out of luck?
I should clarify that I’m using Wordpress.com, with hosting on the wordpress site, opposed to wordpress.org software to build the site and host it elsewhere.
Is there a way to use the SEO plugin on wordpress.com?
